Write your own examples into the agreement. A hotel's property management system, a clinic's appointment system or a warehouse's scanning network may be P1 for one business and P3 for another. Also agree who may declare a P1 out of hours and how they are verified, so that an attacker cannot use a phone call to trigger a password reset.
For incidents that turn out to be security breaches, the 24/7 team contains and escalates, while investigation and threat hunting sit with a managed SOC.
Review the priority list once a year, or whenever a new system goes live, so the definitions keep pace with how the business actually works.
Clear definitions also protect your budget, because out-of-hours work on lower priorities is often charged separately.
Most of the damage in a long outage comes from confusion, not from the fault itself. A structured major incident process keeps the technical work and the communication separate.
Two things shorten outages more than anything else: current documentation and pre-approved emergency changes. If an engineer has to search for the firewall admin password or wait for approval to reboot a server at 3 a.m., the target is already lost. These items are set up during onboarding.

Cost depends on how many systems are in scope for 24/7 cover, how many sites need onsite attendance outside office hours, the response targets you require and whether cover is remote-only or includes engineer dispatch. Restricting 24/7 cover to genuinely critical services and keeping everything else on business hours usually gives a sensible balance. Hardware, parts and vendor support contracts are separate costs.

Response time is how quickly an engineer starts working on the incident; fix or restoration time is how quickly the service is back. Restoration depends on the cause, parts, vendors and carriers, so it is usually a target rather than a guarantee.
It can handle the first hours: isolating affected systems, protecting backups and escalating to security specialists. Full investigation and recovery need a security incident response service, which should be arranged before an incident happens.
Those whose failure outside office hours causes real harm, typically the firewall, internet links, core switching, key servers, email and line-of-business systems used by shift workers. User requests and non-critical systems normally stay on business-hours support to control cost.
